Solomani: Sphere vs. Confederation

I'm sure there's an obvious answer to this, but what exactly is the difference between the Soloman Sphere (as shown on the map of known space in the Library Data supplements) and the Solomani Confederation?

Is the Solomani Sphere actually a political entity, or just the region of space dominated by the Solomani? If it makes any difference, I am talking about the 1105-1110 era (post-Solomani Rim War).
 
The Sphere used to be the confederation, but a large wedge (30% or so) was retaken when the Solomani Autonomous Region turned into the confederation and fought the Solomani Rim War. The confederation, for example, does not include Earth! But it is the center of the sphere...
 
Ah, ok, it becomes clearer ... the Solomani Sphere is a demographic thing (sort of), but the Confederation is a political entity.

The Sphere is an astrographic feature: All the stars inside 50 parsecs from Terra. The Solomani Autonomous Region included all Imperial worlds that were part of the Sphere, but there were quite a few worlds that weren't Imperial (My guess is that the band of neutral worlds established by the Peace of Ftahalr originally ran all the way down through Magyar).
