Someone made his own interpretation of the 2300 AD map

It's interesting--- I'm not a huge fan of the changes around the Great Lakes region of America, for example, but YMMV. Predicting how ethnic areas respond to crisis is really hard to predict. :)

The addition of French Quebec actually makes sense for a French-dominated world.

Any criticisms in this work?

I have always had the view that if Quebec seceded from Canada, the portion of Canada to the west of Quebec joins the U.S. along with the East Coast provinces, while New Foundland returns to the UK.

As to how well Quebec would survive being surrounded by English speakers who, for the most part, will really dislike it is a good question. Food supply ad fishing rights would be a couple of the problems to be faced, along with the main sea access route going through another country. If Canada remains independent, that could cause major problems. The U.S. might be nicer and charge only high passage tolls.
