Perhaps. The open story is that USA (the company) is bidding to operate them commercially. Of course, they don't name their customers. 
Plus, the military has their own spaceplane now, as well as the Delta IVH for big payloads. And Atlas V is headed toward man-rating. So this may be a gap-filler action related to that.
