Subsector captiols in the Imperium some observations

The reality MAY be quite a bit darker, but they are hardly cookie cutter villains in their trillions.
Not villains, no, and not uniformly dark, either - not monolithic ANYTHING: IMTU you have Vilani communities which resemble kibbutzim and others which are BAMA-like corporate sprawl, 'cause the Vilani mindset of consensus and efficiency allows you to reach both.

Anyway, I agree with kilemall upthread that the implied rise toward totalitarian government with increasing population is an interesting, and very gameable, setting conceit. The Third Imperium has a bloody imperial past: the Consolidation Wars, Interstellar Wars too numerous to number, the Long Night, Pacification Campaigns, and a Civil War triggered by succession through assassination. The nobility exist to maintain the status quo, and sometimes they do that with subtle manipulation and sometimes they do that with boots on the ground, and boots on throats.

The Third Imperium isn't WH40K, but it's not the United Federation of Planets, either.

Some of the planets in the 3I, though - Deneb has very thin atmosphere, so it's unbreathable, so that means cave cities or arcologies. Full of sixty billion people under a religious dictatorship with paramilitary law enforcement. That's pretty close to a hiveworld.
 
I don't see it. Fully a third of subsector capitols are law level A and above. I don't know what the over all average is for all worlds, but I suspect it's about 8 or 9.

For subsector capitals (remarks include code "Cp"), the mean law level is 7.7 with a standard deviation of 3.6. For all imperial worlds (that is, first two letters of the allegiance code are Im), the mean law level is 5.3 and standard deviation is 3.7.

Weighted for population, subsector capital mean law level is 8.893 and standard deviation is 3.753, and for all imperial worlds mean law level is 8.895 and standard deviation is 3.490.

When weighted for population, the subsector capitals are fairly representative of imperial worlds in general, and the mean is "High Law" - either open display of weapons are prohibited or no weapons are permitted outside the home, which doesn't seem that unreasonable.

Subsector Capitals are noticeably higher tech level. Weighted for population, the mean TL is 14.2 (SD 1.2) while the imperium as a whole is 12.1 (SD 2.5).
