The T4 point scale seems bogus to me also. I suppose I never followed the rules very closely, so the players would get low skill levels and high stats and be godlike.
For T5, I advise my players to concentrate on their primary skills during (and just after) chargen to get to where Characteristic + Skill is just about 18. In game terms that's 'certification' level, and just about guarantees that their character can complete difficult tasks 99% of the time.
It's expensive getting a PC up to 18 stat; one has to choose what needs to get there and what can just 'get close', and then there's a handful of level-1 skills left over.
At this point, T5 is seeming to be sort of "space opera" from a task standpoint (not sure, but that's my impressions to far) -- PCs appear to be seasoned veterans in their key Life Pursuits. But then, I guess they're supposed to be experts in a couple areas, eh?
