Why were the Sollies penalized on grav tech?

It makes for for a reason for visually distinct units. Sollies use wheels and tracks, Impies use Grav.

Okay, but why?

Why were the Sollies penalized on grav tech?

R&D priorities focused their governmental/private-sector spending differently from that of the Vilani at the same point in their TL development.

The Solomani (Terrans) were spending 40-100 times as much on health care (including R&D and education) as on science/engineering research, development, and Sci/Eng-focused education in the late TL-7 era.

The Vilani could get away with less health care spending because they were genetically isolated from most of the species on their home planet, and thus experienced far lower rates of animal-vector/origin diseases than did Terran humans. Also, the canon Vilani low emphasis on genetic science meant that many of the more-expensive medical therapies that the Terrans developed were never even thought of as a research subject on Vland.
 
Erm ... is that GURPS Trav? Because I seem to recall that Sollies actually do have grav tech.

They (we?) do have grav tech but it is generally less advanced than imperial tech, with the reason being it was discovered much later than usual for some reason. So on a TL 15 world the grav tech will be TL 14 (the -1 penalty). So on lower tech worlds, say 10-12 (IIRC the average Confed level is 12-13) there would be a lot more wheeled vehicles still around as the grav tech is too bulky/expensive/power hungry compared to wheels.

Biotech however is +1, so on the same TL15 world, they have biotech/medicine at TL16.

The same can be said of Hivers. They have +1 to robotics/computers, though I don't know what their -1 balance is.

Personal combat weaponry. They are, while not incapable, highly reticent to engage in personal combat, and so haven't exactly pursued it.

Tho', in the long run, that's pretty immaterial.
