Just a clarification, from the list of independent nations on page 51 in 2320 AD, Tibet looks like an independent nation. But my impression from other sources is that it is a part of Manchuria. Is it perhaps a vassal state to Manchuria like Korea?
 
Then it could be under a vassal government, that is approved by Manchuria similar to the present's autonomous region. Perhaps the Dalai Lama might even be the official head of state or a spiritual guide but not with interest directed to politics.

It doesn't seem that Tibet is receiving that much interest from Manchuria as it is still a Tier 4 nation. Maybe it actually broke off again in the chaos following the Twilight War, but was gradually integrated in Manchuria? The language of Tibet is listed as Mandarin in 2320 AD, this could be an indication of how assimilated Tibetan culture has become.
 
Maybe Mandarin as official language. But Tibetan as lingua franca at least to the poorer Tibetans. Besides, Tibet in 2300 AD might be majority Han Chinese now.

It is possible that they have a military force of their own. Until Colin told us in the post above, we were not even sure about Tibet's status as a nation. Neither 2300 AD nor 2320 AD mention anything about Tibet besides its existence
 
According to Earth Sourcebook Tibet is part of Manchuria. Korea on the other hand is independent but is dominated by Manchuria largely to prevent Japan doing the same.
