TL-Range Education Modifier ...

Okay I am a Newbie from Good Old Germany (Rules just arrived yersterday from Amazon... Hipp Hipp Hurray).. and I have a Problem with the Table on Side 31 Education Modifier .

My Question :

Must I reduce the EDU to 9 when I have for example TL 9 and my character has EDU 10 or is the -1 the Modifier in the Character Record Sheet

Your TL modifies your rolled Edu (all the way to the lower limit) and so a TL 9 Homeworld gives you a -1 Edu.

Having said that, if you have a low Edu, go to University and keep trying until you pass - gives you a 12 Edu (or +1 if already higher than that)
