Which brings us back to the TBR thing again, and the problem that the TU is now full of exceptional worlds that don't make sense - not because of any in-setting reason, but because the basic world generation system is just downright flawed.

The distribution of the Book 3 rules defines the feel of the Traveller "Galactic Empire", for better or for worse.

I'm going to start another thread on this, because this has been bugging me for a while...
