Size 2 is about twice the size of Pluto. Probably not a surface ocean, perhaps an underwater one? Large natural caves with huge lakes and shore line constructions.
An iceball world of some kind. A huge comet. A Pluto. No wonder the tech is high: it's a miserable world.
That said, there are no published rules, aside from Hard Times, for developing worlds from their generated selves to later selves. So for example there's no guidelines to get a TL 19 Regina. Hard Times is a good starting place, though, and Marc has a draft that's extrapolated/descended/condensed from those tables.
