I have two quick-and-dirty tables that I use to make up Vilani names. For personal names I use two lists of twenty syllables that I rolled up from the Vilani Word Generator tables. I roll two D20 and combine the two syllables. For family names I have something slightly more elaborate; one list of 60 initial syllables, one list of 60 intermediate syllables (including results of 'blank' and 'roll twice'), and one list of 60 final syllables.
There's also a word generator that supports multiple languages (and you can build additional language definitions) at Freelance Traveller; you might want to take a look at it at http://www.freelancetraveller.com/infocenter/swlist/winprogs.html and scroll down to the Word Generator by Jeff Zeitlin (yes, that's me). It's near the bottom of the listing, and there are a few other programs on that list that might be of interest.
For a full blooded Vilani, I will create a full name for the character (i.e. Ganimakkur Eneri Irkirin Managudeli Shugilamar), but for mixed, I just go with name and surname (Bilem Igadushda).

Hans, I believe he is referring to the system outlined in this old Freelance Traveller article. It's an interesting bit of local color, albeit non-Canonical.
