Well, I see what you say about Dragonsbreath, but it runs contrary to what I read and saw. I had the priveledge of reading a police doco (don't know if it was classeeefied, don't think so, but not for general circ) that showed police tests. The round they fired produced an outrageous amount of flame in about a 10m jet. The flame hit something like 1300 degrees and the trauma plate in the best was bent almost in half from the attack on the vest, not to mention being ripped out and throw a fair distance away. The dummy wearing the vest was immolated. And the fabric vest was destroyed.
Perhaps it wasn't Dragonsbreath by that particular trade name, but whatever the round was, it absolutely destroyed the vest. They had pictures and a more complete description. And a warning to all the officers of the police force in question (a large one, though I won't say which) about these weapons.
