Wanted: Topographical Map "Fog of War"

Anybody know of an app that will let you feed in a topographical map and will figure lines of sight to show you only what could be seen from a particular point of view? For example, you are south of a hill, and somewhere to the north is a much taller hill. You can't see the far side of the near hill, but you can still see the taller hill standing up in the distance. Something like that?

Either than or something that would just render the topo map in 3-D and let you place your point of view within that 3-D space to achieve the same effect.
 
What kind of backward world do your games take place on?

There might be some computer game map editors that might get you close to what you are looking for?
 
Roll 20 has it built in also but I haven't monkeyed around with it much. I think it has more to do with corners than elevation.
 
ArcGIS (definitely not free) or QGIS (http://qgis.org) will do this using viewshed analysis. For rendering topos in 3D you can try Wilbur or Terragen. Google Sketchup can also import raster elevation models (IIRC) and you can use the viewpoint tool to render a scene from that point of view.
