Actually the scouts remind me of the Indian Political Service, of Kipling's time. They would go around in the borderlands and the back-of-beyond exploring, doing small time diplomacy, and spying-and watching for counterparts from rival empires.The Spin ward Marches, for instance, are like Afghanistan and the Northwest Frontier.
