I'm unclear on outdated X-Boat network. It was announced in 1105 TNS that system was being upgraded to J-6 with drop tanks.

¶Close on the heels of the joint announcement by General Shipyards and Tukera Lines that L-Hyd drop tanks would soon be manufactured in the Regina Subsector, came word by express boat from the Imperial core that a decision has been made to deploy Jump-6 L-Hyd drop tank express boats on all major express routes. Initial feasibility studies indicate that such a system could average jump-5.5 per week by executing maximum jumps, and leaving current xboats to disseminate information between the new major relay points. The system is expected to cut communication time to the Imperial hub to under 25 weeks. The Initial System Deployment Schedule indicates that the Regina Subsector can expect to be fully integrated into the network within a decade.


Your conclusions on Lucan, Dulinor, Aslan and Vargr are unassailable (though some will try and might even be very plausible) However Rim War 2 is in new situation radically different from SRW of 992. Thanks to Lucan & Dulinor the Imperium was on hard times. Important planets were blasted to rubble in a fratricidal Civil War. The Imperial Navy was chewed up and will take more losses cleaning up the Core/Spinward sectors. The IN losses from CW and other cleanups will leave a much smaller fleet. The blasted planets means reduced shipbuilding capacity. The loss of TL15 worlds to Sollies means they are building comparable ships to Impies. Worse evidence indicates Hivers are backing Sollies for some inscrutable reason.

So the Impies have to face the Sollies with greatly weakened fleet with a shattered production base in Core. After 3rd FW the Impie production base was untouched. If the Sollies have planned correctly they know they spent too much effort in Old Expanses then tried to defend everywhere. This time OE came on a platter free and they have opportunity to avoid old defeat (iffy as ideology works against them in giving up territory) but regaining territory means fractured society has something to pull them together. Also being away from Sollie control dims memories of occupation. Bad taste of Civil War news makes stability of Confederation look better than another Long Night.

So reconquering Rim looks a bit daunting, the 1st failed after IN took Terra but lost so many in final battle forced to quit. Weary from Core/Spinward War leaves little margin of error in a protracted war on Rim. Any major setback may end an assault on the Rim.
