Starship owner's manual.

How could he possibly know that? Even if he is telepathic, his powers only allow him to read minds a few times per day. If this happens to be one of those times, he still has to read your mind for a while before he learns all the details.

Psi powers are severely limited in the TU.

Actually, the tech-sup does not relies on Psi power, just on experience, after the first 1000 calls you know damn well what #$%? pages of the manual can't be read , wont be understood:oo: and what pages can but have not been read :o, usually depending from where the call come from within the corp.

late 1990, PC on MS-DOS, gave a diskette to a guy with the following instructions: "just do as it says on the label, type A:\run "
...10 minutes later, phone call from the guy,
"I did what its says on the label at least three time, I typed a:\run and it does not work"
I did not start a computer diagnostic, nor did I wonder what was wrong with the program I asked "did you insert the diskette first ? "
Answer: "no should I?"

Of course, for very common ships that are popular, say like the Imperial Scout, there might even be some equivalent of a collector's / enthuisast club(s) available who will give you all sorts of tips, useful and useless alike. You could learn how to use your ship to thresh grain or maybe that some particular part is totally useless, always breaks, and can be replaced for 10 credits with this ultra reliable substitute part from a standard gauss rifle.....

Yes

"At no extra charge your dealership may offer a clear coat that'll protect your Sylean Class Battleship from micrometeorites for the first ten-thousand miles, or five minutes, whichever comes first... note that said clear coat looks like water, acts like water, tastes like water, even has the chemical makeup of two hydrogen atoms combined to one oxygen, but, trust us, it's not water  ..."

Common is a relative term, though. The number of Type S Scout/Couriers is estimated to be between 15,000 and 30,000. That's between 1½ and 3 Scouts per world, or one per half a billion people. I can imagine a "community" of billionaire enthusiasts on a specific high-population world where by a fluke an unusually large number of billionaires have chosen Type S Scouts as a hobby, perhaps, but anything organized on an interstellar level seems unlikely[*]. And even at scrap prices, a Type S would cost a lot more than a grain thresher. OK, you probably don't need to be a billionaire if you're enthusiastic enough; a multi-millionaire could afford it.
[*] Then again, I suppose billionaires would be just the sort of people who did keep in touch across interstellar distances.
