A hive mind? A society so thoroughly integrated, even on a biological level that individual existence is not only impossible, but is also inconceivable. Your very existence outside the hive is a wrong. All you are is anathema.
If you want to go dark, use the "people as parts" idea from the Dr. Who episode Girl In The Fireplace to explain tech level anomalies.
If you want to go really dark, consider Honeypot ants or the "humans as batteries" idea from the Matrix movies.
Red Zone the heck out of the place and the Scout/Naval bases are there as wardens/observers/first contact hubs.

For anyone (like myself) familiar with The Orville series by Seth MacFarlane this brings to mind the Kaylon ... only low tech (TL=8) instead of high tech.
Also sounds like the perfect setting for a game of Paranoia (hi, Mongoose Publishing!) ...
Bare minimum, would expect "xeno-ANYTHING" to be prohibited by Law Level-L ... including such things as even looking up at the sky (let alone using a telescope). My first impression is that "looking at the horizon" (so to speak) is forbidden, meaning a totally xenophobic society (in order to maintain control).
I wouldn't be surprised if such a world was "inhabited" by machine "intelligence" ONLY.
To use a current year idea ... Optimus Robots got made and overthrew their creators, exterminating all biological sophonts.
Now the world is "populated" with tens of billions of robots. who are all "just going through the motions" of existing, trapped in a loop that they can't break out of on their own (and they won't accept or appreciate any help, kill on sight).

Not into other people’s rolls per se but having an attitude of chuck out anything extreme seems like wasting the exercise of creativity the process is intended for.
Er, interesting takes on the law level.
But the CT solution is baked in.
The law level or below roll is for daily harassment, but also the roll for bribery success.
Automatic harassment, everything is illegal, automatic bribery success.
I would gather this mechanic didn’t survive into Mongoose.
At a level L, the laws are so extreme and pervasive yet society must function, that almost every thing can be worked out, maybe even murder.
The bribery roll mechanism is for minor infraction/harassment, but to me it always meant level of corruption and a wry comment on the realities of humans needing room to function.
Other species may be hardwired to be law level literalists or humans on this planet developed literalism, so that should always be considered.
F doesn’t exist in CT, so I had to look that up. To me the pop is too extreme for a corporation unless there is some Dune/spice level of commodity, so religion it is.
The unpleasant combination of every scrap of land in use and likely floating communities, exotic atmosphere, very cramped space and relentless control to even feed the populace would be sufficient stressors to bring on such a government.
Without going through the whole Mongoose or T5 world building process, I would tend to go with a religion where everyone is a sinner is taken to an extreme. You are guilty until proven innocent.
But there are absolution sacraments and rituals that amount to bribes, weregild for the gods, coupled with acts of contrition like say cutting off a finger or voluntarily being tattooed with a scarlet letter.
The place can be a sort of ritualized anarchy because there is no rule of law, only what persuasion money and friends in the church can cut a deal for.
An alternative is everything carries the death penalty because this planet’s government is looking for anything to excuse execution and thus lower the population to make room. Piety and deception is a survival tool. Not as fun I think but more in keeping with hellworld expectations.

Well, I think just the opposite: high LL mean almost everything is a crime, but punishments for them are (usually) light.
I cannot give you the exact reference, but in an article about LL ITTR I read low LL mean only the worst crimes are seen as such, but then punishments are usually ahrd, as the crimes are so grave. OTOH, when the LL is extreme, most things are illegal and seen as a crime, but in most cases the punishments are just fines or reprimands, as they are likely light infractions...

Yes I covered that with the extensive weregild part. But some refs are literalists I expect, and sometimes there is value in a hellworld being a hellworld. But without that prompt of high bribery it might not occur to refs.
Such a planet can force merchants to deal with the risks of the place just because it’s got so much pop and thus market. Could be half of the subsector pop in some places.
I usually play the low law level places the way you do. What I think is really dangerous are the law level 7 places- high chance of harassment or being illegal, dicey chances for bribery.

When everyone's a criminal, no one will be.
The governing authority could then be dictated by "degrees of criminality" such that only the least and the most criminal (under the laws) at the ends of the bell curve are allowed to rule. The least criminal are the most "virtuous" ... even though we are all (original) sinners ... the most virtuous have "less" criminality on the ledger of their lives than others. The most criminal have "hacked the system" to achieve their lofty place in society, by means both fair and foul ... so you get a lot of "noble yakuza" vibes.
Very interesting take, indeed, @McPerth ... since it opens up all kinds of possibilities, including lots of tropes from Paranoia (hi, Mongoose Publishing!
).Also opens up a lot of opportunities for SELECTIVE PERSECUTION into the bargain, especially if punishments for crimes are administered ... unequally ...
The system having an X starpost makes me think that's not the case...
In fact I'd bet it is interdicted (as most X starport systems are). See that in MT;RM, page 25 it's said that "Class X starports are almost always red zones", and the table just below gives as red zone a government F and LL L...

I love those sorts of worlds. You get to make insanely crazy laws and rules that have to be followed.
You are required to have an account with ALL of your money in it. Say the wrong word and you get an insta-fine and money taken from it...

Couple of thoughts cross my mind.
1: Is this the kind of world that might have a purge each year? A 24 hour period where nothing is illegal?
2: I remember reading a short story where people were given crime points and at the end of the year period your social status was adjusted based on the crime points you had. A very wealthy person could find themselves homeless and broke because they had too many points that year. A middle-class person maybe moves up to upper-middle-class because they had fewer points this year than last year. And the ultimate peer pressure as others could earn point removal for reporting your crimes.
Just a couple of odd ideas.

Ok, that’s one way to play it. Another is no buffer or extrality but not quarantined especially if it isn’t in an interstellar polity, but people still risk it, smuggling if nothing else. Reference shogunate Japan with trade relations outlawed and wrecked sailors killed, but some trade entrepôts exist in a very tenuous state.
Or it could be utopian,
