Power plant fuel be darned, the 10% displacement per parsec always just seemed to me to be too integral a part of the game to be diddled with. :nonono:
 
I could see monkeying with the 10% rule- if the ship was using more expensive 'fuel' to make the warp bubble, and HAS to operate off the fuel for all jumps since.

I already have Fission and He3 Fusion which runs on their respective fuels rather then the traditional L-Hyd, but with a hideous refueling cost at the end of the fuel cycle (or- and this is where the referee cackle comes out- if the power plant is destroyed and needs replacing- TANSTAFFL baybee).

L-Hyd is not exactly a dense item, should be able to greatly increase density and therefore reduce volume- but at a premium, and a commitment to that fuel base, much like switching to coal bunkers from sailing ships that can 'live off local energy'.
