I purchased two books from FFE and was awarded title Knight of the Empire. I now own Deneb XXYY. I would like to change goverment type to A and Law Level to 2.

Remind him, that you only get one hex on your homeworld and the other is off your homeworld and both are merely one World Hex, not the whole world.
 
Tell your correspondent that, even with the bureaucracy working at peak efficiency, even before considering the six months delay in sending off the request to Capital, the five year backlog and the six months delay in receiving the reply, you could not make any such changes until your request for an Arbiter to attend and adjudicate the claim has been sent off to Capital - necessitating another six month delay while the communique gets there, and another six month delay for the Arbiter's arrival.

Make the Arbiter's arrival from Capital more like 24 months. They won't travel by X-Boat.

Then tell him you'll process his request in about five years' time. Once he's filled out the appropriate form. It's right there, on p. 264 of CT LBB Supplement 12: Forms and Charts.

As a knight, there's no way he is a high noble, so there's no way the title can come with ownership of a world.

High Noble titles don't even come with ownership of a world. (Ownership of a world, OTOH, will definitely get you a noble title; it may be a honor title or a high title as the political realities dictates)).

Most worlds in the Imperium isn't the Imperium's to give away (though some of them are). What a high noble title confers isn't ownership, it's authority to direct Imperial affairs connected with the world. Anything else the world's government can tell the noble to mind his own business about (though if the government is wise, it'll be polite about it).
