Battle between separate live player groups

Just asking: What Traveller game is most helpful in determining live combat between two separate groups of adventurers? Seems to me there is room for a separate referee to be available who would tell Group A that Group B aboard a certain type of ship have arrived in Group A's sector and it would be visible on their sensors at a certain range......The battle could take place using
normal CORE rules...but Group might also have freedom to take certain evasive and other actions via the neutral referee.
 
You'd want one of the more modern ("modern") rule sets that has sensor rules so the players could dance on the edge of detectability and remain somewhat unknown.

Not stealth per se, but ship ID and then, of course, sensor lock.

Brilliant Lances is the most "realistic" ruleset, I think. But it's quite detailed.
