Can somebody take Skill Focus Piloting them PMOS piloting would that be in accordance with the spirit of the feat ?

Certainly. Note that a really tough piloting check may not benefit from the Take 10, though simply due to the really high possible DCs that chasing another vehicle while flying NOE in a damaged air/raft during a hurricane while someone shoots at you can produce...

That said, YES, it is certainly in the spirit of the feat.
