Yres is a high G world (1.25 Gs) with an Insidious atmosphere, though only rated at TL 7. This means that the population (in the 10,000,000 to 99,999,999 ) live in bio domes or some sort of sealed environment. Because of the government type, each bio dome is a noble fief.
Society is dual classed between a few nobles and a vast peasant class, though a budding class of free men has been growing over the past century--due to the influence of the Class B starport.

The starport is the highest TL installation on the world.
Nert has EDU 6 in a TL 7 environment which means that his schooling was about standard for the world. Education on Yres is obtained through the use of private personal tutors only. In Nert's bio dome, the noble family is progressive and provides tutor for non-nobles who qualify, but Nert became educated through his family's connections for personal tutors who usually teach nobles. His experience is at TL 7.
Nert joined the Yres Royal Navy when he was 18 years old. The RN is one of the most prestigious careers on the planet, seen as cutting edge technolgy. Though, by imperial standards, the TL 7 program with its stage-rocket lifts to space and zero-g environments, is quite backwards when compared with off-world Imperial tech.
Nert was approved by the Council of Nobles (consisting of the leaders of each of the bio domes) to obtain a Naval commission, where Nert became an officer of Engineers. His department kept the fledgling space fleet flying about the solar system and was privy to the secret orbital missile silos.
Typically, Nert is effective at TL 5-9.
At engineering, he is effective at TL 3-11.
At electronics and gunnery, he is effective at TL 4-10.
He can pilot space vehicles TL 7-10.
