Hmmm ... Shionthy X000742-8 ... system dominated by planetoid belt with quantities of anti-matter ... has a sizable belter population ...
Okay, so the belt isn't all anti-matter. I find it hard to believe that the population of belters have no starport of any kind, not even a marked patch of bedrock with a becon or a spacestation. In other words starport class X must mean no *publicly available* facilities are present. I wouldn't be surprised to find that Shionthy has effectively class C facilities for the locals to use, but since you're not allowed to go there listing it as such in the 'TAS travel guide' is superflous.
The Shionthy System has TWO belts. My take is that the inner belt (which I've dubbed the Armaggedeon Belt) is the one in the life zone with all the antimatter (which, after 300,000 years, isn't very much even there), and the outer belt is the one most of the population live in (with the occasional, rare anti-matter encounter). Those that don't live on the 30 moons of the gas giants, that is.Okay, so the [Shionthy Belt] isn't all anti-matter.
A belter society, especially an interdicted one, had better have the facilities of a Class B starport (i.e. a boatyard). Take the text as hyperbole. You can't use just plain bedrock without any preparations.E Frontier installation.

It's any starport that doesn't have the facilities to be rated Class D. So, yes, it could be something a little more elaborate than the description, but not much.I think the text description speaks for itself.
It's basically "the sticks" -- if you see it another way, that's up to you.
Though, it might be a Class C when it's done. I mean Scaled Composites is already manufacturing smallcraft there, I mean I suppose Space Ship One (which I could almost touch once, love the EAA and good friends), should count.
Who knows? Maybe some of those old, dying starships have been converted into facilities...
