Config 7 open structure and launching small craft

Question for anyone - config 7 ships (open structure) are able to launch all their small craft in 1 turn in High Guard. without having to buy launch tubes.
Is this the same with T20 rules, since HG and T20 starship are almost identical?

Asked but not answered a couple years back (here). My own opinion is yes for those very reasons and that it was just missed in the playtest and editing.

Michael I agree with far-trader's answer and would like to add some more data. During a discussion on purification plants Hunter commented that the purifcation plant table and text are based on CT: Book 5: High Guard. With that said the logical conculsion is that a T20 open structure vessel has the same capabilities as a High Guard designed vessel.
