Battle cruiser is just a term for a dead end evolution of the cruiser.

The British approach was to up gun a cruiser, the German one was to down gun a battleship.

I think that the pocket battleship concept expressed it best, outgun everything smaller, and outrun anything bigger.

The US superfrigates were built and largely operated on this principle.
 
On the life support question, it's pretty simple to handle as a game ref exercise, you have the life support levels you bought which involves all supplies including scrubber/waste handling/water purification/low berth supply, maybe setting aside a few tons if one is buying months/years of the stuff, which will include foodstuffs.
