CT Errata Question

OK, I'm going to give away how long it's been since I've run Traveller.
Looking at Book 4: Mercenary, I notice a discrepancy.
Page 9, paragraph 2 says that the player may add 1 to the die roll for General Assignment if intelligence is 8+.
On page 11, the note text after the table for General Assignments says a DM of +1 is allowed if education is 8+.

So which is it?

Easiest thing to do is say either, since the player can choose to ignore the DM anyway.

You're probably right, since it is an optional DM.
I was just hoping someone had a definitive answer, so I could code it properly in the character generator I'm writing.
