Just out of curiosity - has there ever been an errata given regarding starports and tech levels for the Spinward Marches supplement? I asked because I started sorting data out as to how many starports there were of which tech levels. I found that (ignoring allegience codes) there are:

As a consequence of this, it appears we have roughly 13 starports where the tech levels need to be upgraded to minimums so that the starports are legal, or there are 13 starports whose "grade" needs to be dropped from what they are to something lower.

This is how I rationalise it.

The TL represents the local manufacturing base. Anything up to TL15 may be shipped in from surrounding worlds - the Imperium is supposed to have a TL15 infrastructure after all ;)

Any starport type A or B can peform annual maintenance on any ship regardless of TL differences, from which I can infer either that they must have spare parts supplied from off-world, and/or machines that can manufacture bespoke parts on demand (not useful for a world's industrial manufaturing base, but good enough for the odd critical component). There are examples in canon of ship workshops being used to fabricate critical components, IIRC.

So shipyards on TL8 worlds can ship in components to assemble into ships, smallcraft yards of TL5 can assemble components from off-world.

Another possibility is the extra-territoriality of starports. Just because the planet is at TL8 doesn't mean the starport must also be at TL8: no reason it can't be at TL10, or TL13, or even TL15.

Either Grand Survey or Grand Census lists a minimum tech level for starports for purposes of determing what can be built and serviced. A B-class starport could be TL 8 for purposes of constructing small craft or servicing starships on a planet with an overall tech of TL 6, for example.

But you are right, the +1 or +2 TL shift that is allowed in those rules would be enough to justify ship construction.

Now explain how a TL10 world builds a jump 4 ship... ;)

Of course you're talking about the Kinunir I excpect.

Well, they um, mash 3 400ton hulls together and... hey who left those kittens there?

Ever notice how all of the Kinunirs that ballsed-up somehow were built by General Products of Regina?

Seems to me the answer is "They can't" :D

Jokes aside, sounds like Regina was just an assembly plany/building slip, and the TL15 gear for the Kinunir was imported.

My take is that the Kinunirs are TL13 rather than TL15, and that Regina's Space TL is one higher than its High Common TL of 12.

(I use this interpretation as evidence (not proof -- please note the distinction) that Regina's TL has been 12 for a long time and that the UWPs that give it a TL of 10 are mistakes).

Oh, and some, if not all, Kinunirs are subsector navy ships, not Imperial Navy ships, which is why 2/3rds of the marines aboard the Luuru are not battledress trained -- they're Duchy of Regina Marine Corps marines rather than Imperial Marine Force marines.
