It isn't just a matter of DD, but the whole idea of Scout Service is at least a little screwy. You could say the Navy is too busy with other tasks to do exploration and courier duties. You could say the Navy is too hidebound to tolerate a sub-branch operating out of their funds and tasked outside Navy channels. Hence, the separate SS.
It would be far more likely to have SS staffed with personnel transferred or mustered out from the other branches (esp. Navy and Marines) than snot-nosed recruits from some backwater High School. Why budget for training when they can recruit people with the skills needed?
There has to be some kind of chain of command, seniority, paygrades, etc. Maybe they don't go to the trouble to make up fancy names, just Grade 1, Grade 2, etc. (This touches on the inadequacy of the CT Rank system's lack of enlisted grades, slavish devotion to the number 6, etc.)
The bottom line is, either you wait until they make the rules work or you toss them out and do it yourself. DD is not something that can easily be quantified in a rulebook. The GM has to handle it, and hopefully he has enough imagination to fill in what the system lacks.
