General Do you have vicious Nobles?

So, I don't think MgT or LBB1 offer Lv 0 of the skill to anyone?
LBB1 doesn't, but TTB and ST both reduce skills past the limit (sum of skill levels caps at sum of Int+Edu) to zeros, not no skills.
MGT 1e, you get level 0 in the whole service skills table on first term in a career. plus some background skills at 0.

The education section did intro the concept of skill-0 but otherwise wasn’t a part of chargen.
 
I went and looked it up, Piloting is on the Service Skills list for Navy, so since you get all service skills at level 0 when joining the Naval career, everyone has it. In MgT1, I don't know about other versions.

Yes, I'd caught that, and as 'skills remembered at the end of your career', rather than 'all skills you've ever perfected', I can accept Naval Officers with Pilot 0.
