IMTU, only worlds with Starport A, Hi Pop, and In are eligible to build starships.

Is there any way to filter an area, say a given sector, to report only those worlds meeting this criteria?

The best you can do by now is search by sector/uwp; searching by codes is NYI (but on the wish list), and you can't search by ranges (I'll add that to the wish list too)
