So early in the 19th century, this artist goes around and documents native Americans from a variety of tribes before their cultures die out. Many of his portraits depict people that don't have that "Indian" stereotype. Minor human races, anyone?

That sounds like a campaign mission for the Survey, under a grant to preserve cultures and languages in the Imperial archives. A Scout crew, plus civilian expert contractors, looking for distinctive achievements of a polity in technology, medicine, art, language, art and literature.

Dealing on the one hand with isolated minor races, and on the other with bureaucrats intent on "protecting" the autonomy and diversity of a planet from meddling explorers, mercantile and industrial interests with exploitation in mind, and nearby planets with some imperative comparable to Manifest Destiny.

I have, in a box somewhere, one of the books that collects some of his paintings and drawings. He did some during the Spanish-American War in Cuba to, not just the 'Old West'.
