How often are planets ruled by nobles?

A Gov 6 world can also be ruled directly by an adjacent world, or organisation, not just the central Imperium government/Capital.

In fact, most Government 6 worlds have (at least in MT, IIRC also in CT) the note owned by xxxx, xxxx being the name of the planet under whose domination is. In the case of Terra, CT and MT made it quite clear it was under Imperial military rule.

In MT:HT, many code 6 goverment worlds became military rule, as the miliary takes the power under that crisis (martial law), and the crisis lasting longer than expected, I guess most of them developed to A or B governments (dictatorships). Anyway, talking about Imperial Nobles in HT (and even in MT), where Lucan has so meddled with noble patents and the moot may be quite confusing, to say the least...
 
Taking the MT Imperial Encyclopedia as a guide - every single one that has representation in the Moot. It would not matter if these were elected officials (like Presidents) or inherited titles bestowed by the Emperor. The entry into the Imperium would determine how it was to be represented on an Imperial basis and on the level of the Imperium - Nobles run the show. So, maybe Trash Heap IV might not be run by a Noble but it would have to answer to Shinyworld II next system over which does have Nobles representing both systems in the Moot.

And, remember, the Imperium does not directly rule - so the Nobility merely act as a binding agent to larger Imperial norms. Much as International Law begins to affect national law. Slowly at first, but, then it introduces new agents and eventually transforms practices. And, all this is done to facilitate Free Trade and international harmony.

True. But you're missing the point.

The one canonical "ruled by the Imperium" world isn't Gov code 5; it's gove code 6. The imperium itself being Gov 5 is not grounds for considering gov 5 indicative of direct imperial rule.

Then again, CT has 2 canonical imperial sectors detailed - Spinward Marches and Solomani Rim - plus a couple additional subsectors. (The alien sectors don't include imperial worlds.)
