How to start a Traveller Mercenary campaign?

hmm good point but the most moroonic one will still complain...

But i still have them asking me questions instead of reading the book.

Then you need to focus them on the game, instead of the rules. If they are worried about what this number or that number means they aren't role-playing. Some of the most fun I have had both gaming and GMing was when the characters had little concept of the rules and actually had to act, based on what they thought their character would do in that situation. It is called role-playing for a reason.
It isn't called Metagaming or Munchkins of The World Unite!
The only person that really needs the rules, or needs all these mechanics that we talk about on here is the Game's Operations Director. Though if he/she ticks off the players on a regular basis the title gets changed to Director Of Game.

Well, I must admit to a fondness for the FF:SW Deep Eyes armor:

<COOL PICTURE SNIPPED>

In my mind that gives a pretty good idea for what Battledress might be like. You might think it is just Combat Armor though because of its small size.
The Deep Eyes armor is pretty sweet...though I'd definately call it combat armor. I say that mainly because it didn't look to me like it was 'powered' (i.e. strength enhancers, etc.). It is a really good example that combat armor can be really cool though. I've run into that problem with players in the past: "Why use combat armor...that's boring, I want Battle Dress!"

I typically don't let my PCs get battle dress without going through significant hoops. IMTU, even mercs don't typically use it. As mentioned here it is too expensive vs. the benefits for most mercenary outfits. It's also one of the more strictly controlled pieces of 'milspec' equipment with very few merc companies being willing to go through the hoops needed to be able to use it legitimately in the Imperium. It is a little more common on the borders (where the restrictions tend to be a little less rigorously applied) and some outfits do go through the effort, but most don't.

This translates into a good background reason for preventing my PCs from getting there hands on it unless I deliberately want them to have access to it.

One idea is that anyone can get any type of equipment.

but the problem is that you not want them to have, because its to powerful or ilegal. Alot of the time you probebly will say that it just isn't available, and of course they will complain, but keep in mind that there are always ways to aquire things.

If they do figure out how to get the item, get it, and get away, they still need to keep it a secret. That means that if they are walking down the street in a battledress then they should expect to be pulled over and assulted by others with heavy weaponry or other things to support them.

pretty soon they will figure out that maybe its not a good thing to have this item around with us all the time, or at all, because the problems out way the uses.

just an idea on how I would do it.

Or, let them have it, but it is really nice TL-14/E stuff, and requires parts that are not available on many non-Imperial TL-E worlds ... then have it start to break down a lot unless they have a qualified armorer spend lots of time on it (or just get them into combat, and let normal damage send them broke).
