I would expect a few IISS Scouts be interested in the military culture of their worlds - IISS/Navy hybrid Scouts would be most at home in this field.

Most IISS scouts are focused on cultural, demographic and economic surveys in my Traveller universe. Imperial Navy Intellegence is focused directly on the naval and off-world abilities and doctrine of foreign powers, and the Ministry of Justice in non-Imperial naval forces within the Imperium. (At a far smaller scale - typically subsector - nobles, major corporations, planetary governments, etc. field their own agents).
Within the Imperial government, determining *how* and *why* a military culture is created is usually a Scout operation, with INI, MoJ, pro-Imperial research tanks and interested nobles providing much raw data and basic analysis.
INI & MoJ are more interested in exactly *what* that doctrine is, and how best the Imperial Navy can counter, manipulate, even improve on that doctrine.
