Is there a successor program to Heaven& Earth?

Yeah, from my perspective, as a user rather than a programmer or tinker, one program is more than sufficient. I don't want to cllutter things up.

That's fair enough, but what programmes are there out there that are specifically oriented around visualy creating, customizing and detailing your own setting for Traveller, or similar systems?

H&E is dead, Universe doesn't do system generation or setting customisation and Astrosynthese has a radically different mapping and world detailing system and is proprietary anyway. There are a lot of very bare bones sector generators, but they generally just kick out a list of world stats and a sector map, with no features for cusomizing, tweaking and detailing your own setting. They're realy just random stat generators, not true interactive applications.

Other than Starbase I really don't think there is anything.

I created Starbase and I'm very proud of it, but I'm not territorial or precious about it. If there really was another project out there that had more momentum or that was genuinely contributing something in this area and I could contribute to it back as well, then I would. If there had been back when I started Starbase, then that's where I'd be now helping out, but there wasn't and perhaps other than the Livecode app which is in the very early stages of development, there still isn't.

If the community chooses a different direction which matches my own goals as well, then I'll follow it.

Any updates to this project? Been a few years...
