Since this wasn't listed in the NPC section, I went ahead and rolled one up. Much of the zero level skills are due to a change in career from Drifter to Psion.

While I dislike Psionics and will generall only use them as a gimmick/prop... this guy is pretty gimped in terms of real skills. I like it. It's a sacrifice not a super character.
 
It wasn't the concept I originally had in mind, but surprisingly, the only roll I fudged was the Events/Life Events/Unusual Event/Psionics to get him Psi tested.

This guy makes me think "Street Wizard" except the TAS Membership throws it off. He is a formidable Telepath. Combined with the Streetwise, J-o-T, and Deception, he could be a ConArtist or Carouse instead of Deception and he could be a low-level Diplomat, Politician, or just a Player. He could be recruited by somebody big to gain secrets, tho.
 
That's a pretty hefty Psi and Telepathy score. And even with the limited Clairvoyance at his disposal, Tactical Awareness and Sense would make him very hard to ambush or to surprise, provided he isn't in recovery mode and regaining Psionic Strength at the time. :)
 
Advancing him further, putting the mustering out benefits aside for the moment, I added two more terms. He ended up with all of the talents, but took two hits on the aging table. Two more contacts and another (wasted) TAS Membership. Here he is as a Master:

Looking at some of the powers, and using the 'leftover points apply to Endurance' rule, if he makes the skill checks this guy could get a one time TK of 18, Body Armor of 18, or a Psionically Enhanced Strength of 21! Then he'd be at Endurance 0, but it grows back.* Telepathy at planetary range could mean he might Telempathy or Send Thoughts to someone he's watching live on the news! Adding psi-drugs to him would be overkill (but even better!). Muahahaha!

He'd be a force of nature, probably trying any way to look normal. Definitely best kept as an NPC (at least until the Psion book comes out).

EDIT: * Just reread the Injury rules. Nevermind. I guess technically, he could if he wanted to end up in the hospital. A couple of points of Endurance loss would still give this guy a boost, tho.
