I noticed that it is possible under Traveller 5 WorldGen to have no NIL rating at all, even with a high population. Is this intentional? It usually comes up on an otherwise habitable world with an X starport.
I see that under 5.10 at least there is an idea that the actual prevalence of NIL is a GM preference - humanity only, one per sector, one per subsector, every world, etc. I’ve thought about the idea that it all comes down to the age of the world, somehow coupled with the technological advance rules but we really don’t have a metric like that to work from.
Probably the simplest thing to do would be to remove the TL 1+ restriction.
