I've been banging around the OGF mailing list today, as there is currently some hooha about changes to the d20 license from WOTC. Anyway, along the way I found the following site:

These guys have an open game system (called Prometheus) that is basically the d20 SRD, but it ALSO INCLUDES all the missing bits from the SRD like how to create a PC, how to go up levels, earn experience etc. It is still in development, but this is good enough to use right now.
Once the Traveller's Guidebook comes out this won't be required, but for now it will get you around using the Players Handbook/DMG, or d20 Modern rulebooks.
