Question: CT Starship TL?

I'm reading through my JTAS re-prints (simply love 'em ... awesome game aids and supplements), and I'm reading the article in JTAS-4 about the exchange rate on different worlds.

I come across a reference that reads that Type M power plants and drives must be manufactured on TL 12 or better worlds.

I buzzed through my Traveller Book. Where does it give the minimum TL's for manufacturing ships?

I see that ships can only be manufactured on worlds with Class A starports, but I don't see a TL requirement.

Was this a first edition Book 1 thingy? Or, am I missing this somewhere?

The TL for drives is part of the TL chart in LBB3 - or its equivalent in other editions.

The only TL restrictions on ship parts I can find are the TL for drives, mentioned already, and the computer TL.

Ahh ... silly me. I was looking for that in the starship construction section of the book. Why didn't I think to look in the world building section of the book?
