Just a comment, once AHL is involved doesn't it beg the inclusion of Striker? For a larger selection of equipment?
 
Yup, you can bolt Striker right on top of AHL with minimal effort.

My comment was more about the AP system itself.

The phase resolution is slightly different between the games, as is the number of AP and costs for some things. You can pick the ones that suit what you are doing.

You can even give the PCs the more detailed version (Snapshot APs and AHL phase resolution) and run mooks with the simplified (AHL APs and Snapshot actions - with costs reduced since the mook will only have 6) to speed things up.

Damage resolution - you have the choice of CT damage matrix in Snapshot or AHL pen/armour system.

Actually it has, but you have to be a member of the moot (i.e. a paid-for subscription) to use the feature. The little scales icon to the top-right of the post will tell you if you have any upvotes.

Striker uses much the same hit and damage resolution system as AHL, but it doesn't have an action point system as such (the aspect of the system specifically mentioned by OP). However, you could take the combat system extensions from striker - some more small arms and rules for vehicle combat and various other things - and mix them with AHL fairly trivially.
