I was moving some files over from an old computer and found a few notes I'd made from a long-defunct 2300 campaign, and here's something I'd conjured up (partly as a plot device so I could give my PCs a nudge here and there if they needed a hint):
The Schlossenberg Library Foundation, which has been in operation since 2177, a charitable foundation that does one thing: ensures that the core of human knowledge is carried forward on the wavefront of human expansion.
This is not a charitable foundation which simply supports libraries -- it delivers them -- whether the colony asks for them or not. Within a few months, a Schlossenberg Library - a single shipping container with computer terminals, satellite access and a one-thousand volume hardcopy library (in the language of your choice) will be delivered free of charge. The shipping container contains a small reading room in the front, with terminals, a small hard copy library, a power supply (solar and/or wind), and, most convienently, a small paper factory that works off almost any plant matter to produce decent, printer-ready paper.
Simply put, the Schlossenberg Libraries can be found, literally, on every inhabited world in Charted Space, and in every town larger than about 600 people. Although Schlossenberg Libraries are now often just alcoves - even museum pieces - in larger off-world libraries, on colonies like Doris and outposts, they are often the core of the education system.
