Season 5 was a victim of circumstance more than anything. JMS was told halfway through season 4 that it was unlikely that season 5 (the last season of the originally projected 5 season arc) would not be funded.
So he packed everything into season 4 to get the main story told. Little wonder season 4 is the best B5 season.
When he got the nod for season 5 (Sci Fi channel funding?) it truly paled against season 4.
