Not necessarily.Starports are under Imperium jurisdiction, so you must have really offended someone to be assigned to an Epsilon.

There are plenty of reasons for a starport to be graded as type E.
Everything from "not enough investment" to build one in the first place (so an austere landing zone) all the way through to "WAY TOO MUCH TRAFFIC" overburdening the system can "count" for why a starport is graded as being type E.
Tavonni/Vilis/Spinward Marches (E567000-0 in 1105) is a world that hasn't been colonized yet.
Rethe/Regina/Spinward Marches (E430AA8-8 in 1105) is a world with TENS OF BILLIONS of sophonts, and in the last generation has grown by over 6 billion(!).
Both worlds have what is classified as a type E starport.
In the case of Tavonni, that's because "no one lives there" (effectively), so there's no one around to maintain any facilities. Demand for starport services is "above zero" ... but not by much.
In the case of Rethe, the world has simply "outgrown" their starport capacity within the last generation (or few), overloading the pre-existing starport infrastructure to such an extent that "timely services" just weren't an option. The demand for services simply outstripped the supply ... so much so that the type B starport facilities eventually got downgraded all the way to E through sheer mismatch of supply vs demand loading (presumably due to a lack of forward planning and investment). According to the wiki page for Rethe, a major investment in upgrading the starport facilities all the way back to type B is underway, but the sheer volume of traffic that the starport needs to accommodate while its infrastructure gets built out enough to raise the type grade must be crippling (think hundreds of craft waiting per available starport berth type of load imbalance).
In neither case does "offending someone" have to be the exclusive (and only) reason why a careerist in the Starport Authority (SPA) gets assigned to staffing a type E starport. It's certainly ONE of the possible reasons that might happen, because personal vendettas will ALWAYS be a thing (even in the future, because people can be petty) ... but it shouldn't be assumed as an automatic (or only) reason.
Getting assigned to Tavonni could simply be a matter of "bad luck" in a lottery drawing, rather than malicious payback.
Getting assigned to Rethe could simply be a matter of a world native joining the SPA for "job security" since the demand for personnel is going to be "off the charts" for another generation (at least) while the starport infrastructure gets upgraded.
Point being, there's a tremendously wide variety of reasons for why an individual might be staffing a type E starport. Gross oversimplification without context won't help very much.
