The Imperium could build jump equipped battle riders easily enough.
Limit performance to J1 or J2 and at TL15 you can still fit in agility 6, a big spinal, heavy armour etc.
Another option I've suggested is the drop tank based pocket battleship.
A 50,000t ship with a jump 6 engine but internal fuel for only jump 1 or 2. Fit drop tanks to allow for mobility outside of combat.
