Task Resolution a bit...easy?

I like the TNE universe, and I like the detail of the system as opposed to the more abstract CT (or other non-gurps traveller alternatives), but task resolution seems somewhat trivial in TNE.

Or, to put it another way, it seems to me that "Difficult" is really the default difficulty at which it makes sense to roll things, combat excluded (since it usually makes sense to roll in combat, even when the goal is trivial). Has anyone else encountered this? Am I just off base?

One possible "solution" I was considering was replacing the multipliers with a TN modifier, like +4 for easy, +2 for Average, and so on. Thoughts?
 
BITS products have a nice little skills matrix that covers this sort of thing and allows cross conversion between all the various traveller rules re skill roles.

Must admit I don't use the TNE skills system but the CT one with the BITS DMs.
