From experience playing various 4-X (eXplore, eXpand, eXploit, eXterminate) games, both computer and board versions I can say that usually empires expand fairly slowly during peacetime, keeping within their ability to defend their colonies (a limit that varies depending on the technology of that game's universe). This way you don't hit anything without being at least somewhat ready for it.
Once you get a war going, however, exploration often takes off as fast as possible (again, depending on the technology of the universe) so you can find ways to outflank the enemy, locate his colonies and homeworlds, and smash them.
Then you settle down and start exploring slowly once more, until the next contact.
