that's because the rules have to operate somewhere. and that "somewhere", you have to make yourself. it takes a referee. and either you make it yourself ...

I generated systems as needed, no need for official subsector maps or the like.

... or you prime the pump with the imperium. but either way you can't be a tourist and expect it to work.

I think this just shows how, for some folks, the two are inseparable. Some folks can't see other settings in the rules. You can see how they discuss things. Now I am not saying they are wrong. Each person finds what they want to find in the vast collection that is Traveller in all it's editions and variations. What I am saying is that it does not surprise me that this happens.
