My only direct experience is flying into Ketchikan and then getting around by ferry. None of the panhandle islands are connected by bridges. Unless Juneau and Douglas are on different islands?

Juneau is on the mainland, but isolated by glaciers; Douglass is on Douglass Island, and is connected by bridge to Juneau; both connections are outside of "downtown" areas, but reasonably close to it. Greater Juneau is two cities (Juneau & Douglass) and an unincorporated (IIRC) township (Mendenhall; Alaskan use for the term "unincorporated" means it has a post office of same name, and a legal designation. but no corporation-in-charge/government/chamber-of-commerce).
The City of Juneau has a joint government with Douglass, and has authority over Mendenhall as well.
