Built-in invisible robot brains, like in self driving cars.
Most hi-tech equipment will respond to spoken commands and are basically capable of operating themselves without oversight, but can also be controlled by sophonts.
Robot bodies will be remote controlled by whatever brain needs "hands" for the moment, and will look more like the drones in Farscape than humans.

Most of the mechanical robots are vehicles and devices rather than mechanical people, although they do exist IMTU. I have biological synthetics as artificial people rather than mechanicals.

Data is potentially TL12 off a scrubbed Soong mental pathway using positronic brains. Off the shelf AI is however TL16, like the EMH or EDI/SAM from ME. Positronics are poor imitations of real humans, but are as close to AI society can get for many centuries.
Traveller seems to have a distinction between a Ultron-style self teaching consciousness and a learning by teaching robot, which begins with synaptic learning by machines in TL10 (though machines seem real pretty early with Voice Commands and High Data - not AI, just extensively programmed to respond to many variables).
TL10-11 Synaptic learning is ‘Mental Programming’, where human actions are observed and modified, ending with TL12 Low Autonomy which is self-directing in the style of SW droids, extrapolating from more and more limited data. You can potentially see droid-like bots in the TL8-9 era but they’re only as good as their programming.
TL16 bots though are the Ultrons: plug it into the network on a wafer and come back in 8 hours and it can have an opinion on almost anything. At TL17 it learns your opinion is inferior because your programming capacity is so much lower than its own.
At TL18 when ‘Robots become society’s basic workforce’ the Robots learn that the power to conquer a planet is insignificant next to the power of psionics and chill the heck out.
