1) grav lifters - how do I know if I have enough power?
2) Environment requirements - I'm building a boat, it's waterproof, and a houseboat. Do I, must I, use Advanced Life support, and/or buy sealing, even tho it's a houseboat on a garden world?

It took me a while to figure this out, but eventually the light went ding over my head. Short answer: you always have enough power. The only question is how fast will you move. The lower output the PP, the slower your vehicle will travel. If you calculate the final speed and decide it is to low, increase its size or change PPs. But do you have enough power to make it float and stand still, yes.

I don't have my book infront of me ATM, I'll have to look it up later.

Imagine the 'house' as cargo carried on the exterior of the 'boat'.

The 'boat' needs waterproofing (but not sealing/advanced life support) and enough 'cargo capacity' [for PP, MD, bouyancy as appropriate to the rules].

The 'House' will want to be waterproof and may want to be sealed as well (I like Air Conditioning and hate it when it rains in the living room), but that depends on exactly how 'Garden' your world is.

Speed formula involves multiplication by base speed, and rounds to whole KPH by the rules; Lifters have a base of 0; always having enough is nonsensical.
 
On their own, grav lifters just suspend the object above ground. A vehicle suspended just by grav lifters is effectively a trailer, and needs to be hooked up and hauled around by something else - even if it's a carthorse and harness, or even just a couple of guys pulling it along with ropes.

But there is no exception listed in the rules (and only one example which uses it), and it should require some form of power, but appears not to. In short, it's an errata item any which way they call it. I'm hoping MongooseMatt chimes in with an official answer.
